Secondary Band is defined as the margin of power variation, in both directions, in which the secondary
regulator may act automatically within a period of time of less than 5 minutes,
starting from the point of operation in which it finds itself at any moment, multiplied by 1,5.
Only physical units which demonstrate technical and operational capability to provide this service in the required conditions,
may make Secondary Band Regulation offers.
For every programming period for the following day, the Overall System Manager defines the Secondary Reserve
requirements for the Portuguese Electricity System (SEN), and the market agents that have available Physical Units qualified to provide the service,
offer a regulation band, in MW, split into directions of regulation, for a unit price expressed in €/MW.
Extraordinary Allocation of Secondary Reserve: In System emergency situations, if in the absence of sufficient offers
or as a result of unavailability of the IT system, the Overall System Manager (GGS)
may make the decisions he considers most fit for the utilization of the Secondary Reserve available.
